FACULTY DIRECTOR, CHINA
Two-Year Term, 2020-22
Partial Residency Option
Administrative Appointment

Through international academic experiences, the University of California Education Abroad Program (UCEAP) inspires students to explore and transform their lives, UC, and the world. Since 1962, UCEAP has served as the UC systemwide international exchange program. Serving all UC campuses, UCEAP continues its support of the University of California’s mission through academic instruction and exchange relationships around the world. UCEAP is active in over 40 countries and currently enrolls over 5,000 students annually with 120 international partners and over 1,500 international students study on UC campuses as reciprocity students each year. More than 550 UC faculty have served as Faculty Directors, Visiting Professors and program instructors.

GENERAL DESCRIPTION
Reporting to UCEAP’s Associate Vice Provost & Executive Director, and in close collaboration with the Program Director in UCEAP’s Goleta Systemwide Office, the UC Faculty Director oversees UCEAP’s programs abroad, represents the University of California to host universities, and at some sites work with third-parties responsible for various program elements. The UC Faculty Director oversees student academic issues, arranges or supervises independent study projects and internships, manages host university relations, and is available to the Study Center staff members for consult on student welfare issues, including safety and security. UC Faculty Directors must fulfill academic and administrative functions, including oversight of student safety, security and conduct.

PROGRAM DESCRIPTION
Existing programs in Beijing:

• Full-year program (PKU)
• Spring semester programs (Tsinghua and PKU)
• Stand-alone summer programs (PKU)
• Language instruction is a large component of most of these programs, but all fields of study are possible for advanced speakers of Chinese. Current student participation: 28 summer; 13 fall semester; 15 spring semester; 5 academic year

Existing programs in Shanghai:

• Summer school international program (Fudan).
• Fall at Fudan is program in English called Global Studies. This program is focused on issues related to globalization and China’s role in the international community. Anticipate participation of largely UC with a small number of Fudan students.

• Spring semester program for study in English at Fudan University in business, economics, media and communication. Using existing Fudan University courses and faculty, UC students will study with local students.
• Current student participation: 47 summer; 34 fall semester; 13 spring semester

New program in Shanghai:
• Summer Global Internship, Shanghai (CIEE)
• Current student participation: 24 summer

PERIOD OF RESIDENCY & LOCATION
Residency concurrent with term of appointment, Shanghai, China. Partial residency will be considered.

DIRECTOR’S HOUSING
The Director obtains her/his own housing of choice within the vicinity of Fudan University in Shanghai.

LANGUAGE SKILLS

• Director - Intermediate to Advanced Mandarin Chinese
• Students – Beginning to Advanced Chinese, or English (depending on specific program requirements)

FACULTY DISCIPLINES PREFERRED FOR THIS POSITION
Social Sciences or Humanities preferred, as the UC Faculty Director will teach a course for Global Studies, China fall in Shanghai.

OFFICE LOCATION
UCEAP has Study Centers in Beijing on the Peking University campus and in Shanghai on the Fudan University campus.

OFFICE STAFF
UCEAP Study Center staff in each location includes: full-time senior staff members; a second staff member in each location (Program Assistant); with support from temporary or part time student workers as needed dependent on UC enrollment. The Study Center staff members are trained to plan and execute professionally and independently the student services components of UCEAP’s programs, as well as manage day-to-day program operations. Additionally, a full-time staff member manages the administration of the Beijing office, with academic oversight provided by UC Faculty Director in Shanghai.

RECIPROCAL EXCHANGE
The Director assists with communications with partner universities about the reciprocal exchange program, which consists of PKU faculty/scholars for research, networking, etc., and PKU and Fudan University students coming to UC campuses for non-degree enrollment.

TEACHING
Teaching (in English) in the fall Global Studies, China program is considered part of the Director’s job responsibilities (see special considerations below). The Director should be prepared to promote student internships and may supervise some independent study projects undertaken by UC students.

SPECIAL CONSIDERATIONS
Due to the extensive nature and split location of university relationships, a brief trip each summer, fall and spring to Beijing for consultations, plus teaching in the Global Studies, China fall term in Shanghai, limited time for research or other professional interests will be available.

The Director must have excellent managerial skills including ability to delegate tasks effectively and to work effectively, efficiently, and collegially with a professional staff while concentrating her or his efforts on the academic programs and UC diplomatic relations and communications with partner universities. The Director teaches a core course in the Global Studies, China program each fall at Fudan University on a subject related to the theme of China, globalization, international studies.

The UC Faculty Director will also assist UCEAP and the campus EAP offices in recruiting students to the programs administered by the Study Center. This assistance may include developing information about the programs that will attract students, responding to applicants’ and advisers’ inquiries, and corresponding with students selected for the programs.

It is expected that the new UC Faculty Director will participate in conversations with the outgoing UC Faculty Director to ensure a smooth transition and obtain orientation by the UCEAP Systemwide Office prior to departure. After the new Appointee is confirmed, the Regional Director will facilitate introductions and suggest an "overlap" consultation by email or Skype at mutually beneficial times.

FUNDING

Replacement Funds to Campus Department
The Director remains on home campus payroll and continues to receive regular salary from their department. UCEAP will provide the Director’s home campus department with replacement funds of $55,000 for the Academic Year (period of September through June) for each year of appointment term; this amount will be prorated for any segments of the in-residence appointment that are less than a full Academic Year.

Employee benefits and sabbatical leave accrual are provided under applicable University policies, remain the same as those associated with your departmental faculty position, and, continue to be the responsibility of your home department. UCEAP does not reimburse the Director’s home campus for any costs related to benefits or sabbatical accrual.

Director’s Compensation

Salary and Administrative Stipend
The Director remains on home campus department payroll with continuation of regular salary for the duration of the appointment. UCEAP will provide an annual administrative stipend, payable in monthly increments, as follows: Associate Professor - $14,000 annually, Full Professor - $20,000 annually. The annual stipend will be prorated according to the actual number of service months as Director each fiscal year.

Relocation Support
Visa and residency permit expenses will be reimbursed by UCEAP (receipts are required). UCEAP does not process Visa applications for Directors. Upon request, UCEAP will provide the Director with a Certification of Employment letter as required for a visa application.

• Annual Housing, based on 40% of the applicable Living Quarters Allowance (LQA) rate from the US Department of State (DOS) and actual housing costs up to this allowance limit. The annual Housing Allowance, payable in monthly increments, will be determined prior to the first fiscal year of the appointment, according to DOS rates and UCEAP policy, and will remain the same for each year of the appointment term. Documentation of actual housing expenses must be provided to the UCEAP Finance Unit.

• Annual Post (cost of goods adjustment), also based on 40% of the applicable DOS rate is provided to mitigate the costs of living abroad. The Post Allowance, payable in monthly increments, will be determined prior to the first fiscal year of the appointment, according to DOS rates and UCEAP policy, and will remain the same for each year of the appointment term. Receipts are not required for the Post Allowance.

• Annual Education Subsidy at a rate of $3,000 per child per Academic Year for children through high school (or equivalent) will be provided. Proof of school enrollment is required.

• Moving/Shipping/Excess Baggage:

For relocation to host country: $1,500 for the Director, up to $2,000 for a couple, or up to $2,500 for families. This allowance will be paid at the start of the appointment.

For return to California: $2,000 for the Director, up to $2,500 for a couple, or up to $3,000 for families. This allowance will be paid at the beginning of the second appointment year.

• Travel funding for outbound airfare and transportation, payable at the start of the appointment, and return airfare and transportation, payable at the beginning of the second appointment year, between California and the appointment destination, based on lowest economy rate airfare for the Director, the Director’s spouse, and the Director’s children 18 years of age or younger who will reside abroad for a minimum of one-quarter during the appointment term.

IRS regulations and UC Policy BFB-G-13 (V.A.4) and BFB-G-28 (V.E.2.a.iii.) specify that relocation expenses, and travel for an assignment exceeding one year, are to be treated and reported as taxable income.

The stipend and relocation allowances will be prorated for the actual service months in residence if the appointment is not fulfilled for the full, two-year term, are paid through the Director’s home campus payroll, and are subject to taxation. The above terms will be adjusted for a partial residency appointment.

Benefits
UCEAP does not reimburse the home campus for any costs related to health and welfare benefits or sabbatical accrual; please note that vacation time is not accrued during UCEAP service. Due to coverage limitations of some UC health insurance plans, Directors may choose to change health insurance plans for the period they reside abroad, affecting monthly premiums, deductibles and plan coverage. A campus Health Care Facilitator can provide more detailed information. UCEAP does not offer supplemental insurance coverage. Business Travel Insurance coverage for Directors and traveling companions is provided by UC.

Tax Compliance
UC faculty and employees working abroad are advised that they may be required to file returns and pay taxes in the host country in which they are working. In accordance with US Internal Revenue Service regulations, Directors may, in some cases, be eligible to exclude some foreign earned income (earned while abroad) and/or apply other credits, deductions, or exclusions, in calculating their US and California taxes each year. It is important for Directors and employees to observe the laws and regulations, as applicable, of the home and host countries.

When there is no applicable tax treaty provision offering a teacher/researcher exemption between the host country and the United States, or if the appointee is not eligible for the exemption, there will be a host country tax obligation for the appointment. In this situation, UCEAP offers a Tax Protection Program (Program) for Directors in non-treaty countries. The objective of the Program is to avoid an undue tax burden for the Director by ensuring that the Director pays no more individual, UC employment-related tax while on assignment than they would have paid for their ongoing, UC-campus appointment in the US. UCEAP will engage a consulting firm to provide tax consulting and services for the Program, including tax return preparation (US, California, and host country) for the Director, at UCEAP’s expense.
