Through international academic experiences, the University of California Education Abroad Program (UCEAP) inspires students to explore and transform their lives, UC, and the world. Since 1962, UCEAP has served as the UC systemwide international exchange program. Serving all UC campuses, UCEAP continues its support of the University of California’s mission through academic instruction and exchange relationships around the world. UCEAP is active in over 40 countries with 120 international partners, and typically has annual enrollment of over 5,000 UC students, with over 1,500 international students studying on UC campuses through UCEAP reciprocal exchanges. More than 550 UC faculty have served as Faculty Directors, Visiting Professors, and program instructors.

GENERAL DESCRIPTION
Reporting to UCEAP’s Associate Vice Provost and Executive Director, and in close collaboration with a Program Director in UCEAP’s Systemwide Office, the Faculty Director oversees a set of UCEAP programs abroad, represents the University of California to host universities, and at some sites, works with third-party providers responsible for various program elements. The Faculty Director must fulfill academic and administrative functions, including oversight of student welfare, safety, security, and conduct. Oversees program administration, student academic issues including non-routine academic matters, arranges or supervises independent study projects and internships, serves as instructor of record, facilitates host university relations, and is available to the Study Center staff members for consultation on student welfare issues. The Faculty Directorship can be demanding at times, requiring excellent administrative and communication skills.

The Faculty Director provides guidance and feedback to UCEAP to improve the academic quality of programs and the educational experience of the UCEAP student participants in the following ways:

· Works with UCEAP to develop strategies to increase student enrollments;
· Submits information needed to develop marketing or outreach materials;
· Provides information needed to develop new programs or review ongoing programs;

· Assists with procedures for embedding UCEAP in the UC curriculum.

In close collaboration with the Program Director at UCEAP, the Faculty Director:

· Serves as on-site, local UC Representative during the period of residence in the fall term;
· Provides feedback for the Study Center staff performance evaluation process;

· Informs the Program Director of any significant events and issues that may impact operations or the quality of UCEAP’s program.

Faculty Director’s Role in Student Health, Safety, and Conduct (During Residency in the Fall Term)

To support student health, safety, and welfare, the Faculty Director is on call 24 hours per day, seven days per week to respond to student emergencies. The Faculty Director must continuously obtain current and reliable information concerning health and safety risks in the local environment. Provides appropriate advice and guidance to participants at orientations, and regularly during the program, to help students understand local conditions and customs that may present health or safety risks, to minimize personal risk and enhance safety.

In close collaboration with the UCEAP International Health, Safety, and Crisis Management Director and Study Center staff, the Faculty Director:

· Ensures that students with health concerns receive appropriate support;
· Attends to students with welfare and/or academic problems, and directs students to support, as appropriate;
· Works in collaboration with local staff and the UCEAP International Health, Safety, and Crisis Management staff on following proper protocols in the event of injury and/or other significant health and safety concerns;

· Ensures that local staff manage student cases in accordance with UCEAP policies and procedures, including protocols for data privacy.

In close coordination and consultation with the UCEAP International Health, Safety, and Crisis Management unit, Program team, and Study Center staff, the Faculty Directorship may, during complex student incidents, health or safety crises, disciplinary problems, or other emergencies, become a 24/7 responsibility.

The Faculty Director may be required to mediate student complaints or concerns (during all terms and not just Fall residency). In consultation with the Program Director, the Faculty Director may need to take appropriate action when participants are in violation of student conduct codes and in cases of academic misconduct.

PROGRAM DESCRIPTION
The offerings range from immersion semester or yearlong programs, shorter summer terms, as well as UC designed programs during the summer and academic year organized in collaboration with a third-party provider.

OFFICE LOCATIONS
UCEAP has two Study Centers in Spain:

Barcelona: The main Study Center is in the Facultad de Letras of the University of Barcelona.

Madrid: The main Study Center is at the Universidad Carlos III in Getafe. There is also another Study Center in the Moncloa campus of the Complutense.

OFFICE STAFF
UCEAP maintains one to two experienced staff in Barcelona and two experienced staff in Madrid. ACCENT staff in Madrid have cordial working relations with UCEAP study center staff.
RECIPROCAL EXCHANGE
The programs at the Complutense, University of Barcelona, Carlos III, Pompeu Fabra, and the Universidada Autónoma de Barcelona are based on reciprocal student exchange. The Reciprocity unit at the UCEAP Systemwide Office maintains direct working relations with relevant staff at UCEAP’s exchange partners and Faculty Director may be called upon occasionally to disseminate information about UC.

TEACHING
While there is no teaching requirement, there may be an occasional request to present webinars or videoconference sessions on various cultural topics.

SPECIAL CONSIDERATIONS
Oversight of study centers and programs is to be undertaken using primarily remote means of communication such as email and videoconference. Travel between the two locations during the periods of residency in Spain will be periodic; study center staff manage the routine academic and administrative aspects of the local programs.

Familiarity with the Spanish university system and politics is necessary. Given the size and complexity of UCEAP’s Spain programs, strong administrative skills are required. The Faculty Director requires the ability to work effectively, efficiently, and collegially with professional staff in Spain and in the UCEAP Systemwide Office and to engage in UC diplomatic relations and communications with partner universities. It is expected that the outgoing Faculty Director will also provide an update on the status of the programs, the relationships, the educational system in Spain and the challenges UC students may face, and so on.

The Faculty Director will also assist UCEAP and the UC campus study abroad offices in recruiting students to the programs administered by the study centers. This assistance may include developing information about the programs that will attract students, responding to applicants’ and advisers’ inquiries, and corresponding with students selected for the programs.

ORIENTATIONS
UCEAP will provide an extensive orientation prior to the start of the appointment. During this orientation, the Faculty Director will meet the UCEAP Systemwide Office staff who collaborate with their counterparts in the host country and discuss with the Program Director any plans or issues for the coming year that may require more of the Faculty Director’s attention.

To ensure a smooth transition, the incoming Faculty Director will be contacted by the Program Director to facilitate introductions and arrange an "overlap" consultation with the prior Faculty Director by email or videoconference.

APPOINTMENT TERM
Residency is generally from late August/early September to late November/early December (not to exceed 90 days) in Fall 2022 and Fall 2023. Remote service and instructor of record duties, January – July, in 2023 and 2024

FUNDING

Replacement Funds to Campus Department
The Faculty Director will remain on their home campus payroll and will continue to receive regular salary from their department. UCEAP will provide the Faculty Director’s home campus department with replacement funds of $23,333 for a quarter campus appointee, or $35,000 for a semester campus appointee, for the Fall term period of campus leave during each of the two Academic Years of the appointment.

Employee benefits and sabbatical leave accrual are provided under applicable University policies, remain the same as those associated with the Faculty Director’s campus position, and continue to be the responsibility of the Faculty Director’s home department. UCEAP does not reimburse the Faculty Director’s home campus for any costs related to benefits or sabbatical accrual.

Faculty Director’s Compensation

Salary and Administrative Stipend
The Faculty Director will remain on their home campus payroll and will continue to receive regular salary from their department. UCEAP will provide an annual administrative stipend of $10,000, provided via payroll in monthly increments, for each fiscal year of the appointment.

Travel and Housing Support Provided by UCEAP

• Transportation and individual airfare are provided at lowest economy rate per pre-approved UCEAP Travel quote to and from California and Spain for each of the two residency periods. Additional baggage/shipping fees will be reimbursed for actual expenses up to $500 per trip.

• Lodging expenses will be reimbursed up to $10,000 per residency period. Please note that UCEAP will revisit and consider adjusting the lodging allocation if it proves insufficient for customary, individual accommodations during each residency period. The Faculty Director will need to locate and secure housing in either Madrid or Barcelona for each of the two residency periods. Location to be determined after discussion with the Faculty Director.

• Visa/Residency Permit(s) This appointment is offered subject to the Faculty Director obtaining and maintaining the appropriate visa, residency, and/or employment authorizations as applicable and may be required to live and work in the host country under 90 days during each year of the appointment. Costs to obtain or renew a visa/residency permit will be reimbursed by UCEAP (receipts are required). Upon request, UCEAP will provide an employment certification letter for visa purposes. UCEAP does not process visa applications.

• The Faculty Director’s individual in-country business travel expenses during the term of residency (lodging, meals, and transportation) are covered by the program budget.

Benefits
The Faculty Director’s benefits continue to be funded by their home campus department; UCEAP does not reimburse the home campus for any costs related to health and welfare benefits or sabbatical accrual. Please note that vacation time is not accrued during UCEAP service. Due to international coverage differences of some UC health insurance plans, Faculty Directors may choose to change health insurance plans for the period they reside abroad, affecting monthly premiums, deductibles, and plan coverage. A campus Health Care Facilitator can provide more detailed information. UCEAP does not offer supplemental insurance coverage. Business Travel Insurance for Faculty Directors and traveling companions is provided by UC.

Residency and Tax Compliance
UC faculty and employees working abroad are strongly advised to seek expert, personal tax advice and services during their appointment term. Due to the absence of an applicable tax treaty provision offering a teacher/researcher exemption between the host country and the United States, and in compliance with Spain entry and residency requirements, the Faculty Director is expected to observe the limitations on in-country residency periods. These limitations include time spent in Spain for the UCEAP Faculty Director appointment and all other purposes. Non-compliance—spending time in Spain that exceeds the limit of 183 days in any 12-month period—will trigger tax reporting and filing obligations, as well as significant income tax liability in Spain, which will be the sole responsibility of the Faculty Director.
