FACULTY DIRECTOR – TOKYO, JAPAN
JAPAN PROGRAMS
Two-Year Term 2018-20 (Partial Residency Option)
Administrative Appointment

Please note: the application review process takes place in stages over the course of the full academic year, in accordance with UCEAP and UC Senate Committee on International Education (UCIE) search and selection protocol. Appointment decisions to be announced in July, 2017.

Through international academic experiences, the University of California Education Abroad Program (UCEAP) inspires students to explore and transform their lives, UC, and the world. Since 1962, UCEAP (eap.ucop.edu) has served as the UC systemwide international exchange program. Serving all UC campuses, UCEAP continues its support of the University of California’s mission through academic instruction and exchange relationships around the world. UCEAP is active in over 40 countries and currently enrolls over 5,000 students annually with 120 international partners and over 1,500 international students study on UC campuses as reciprocity students each year. More than 550 UC faculty have served as Faculty Directors, Visiting Professors and program instructors.

GENERAL DESCRIPTION
Reporting to UCEAP’s Associate Vice Provost & Executive Director, and in close collaboration with the Regional Director in UCEAP’s Systemwide Office, the Faculty Director oversees the majority of EAP’s programs in Japan and represents the University of California to host universities. The Faculty Director is required to teach a course in the subject of his/her choice in the trimester term at the International Christian University, the partner which hosts the UCEAP Tokyo Study Center office.

PROGRAM DESCRIPTION
The Faculty Director oversees academic issues, host university relations, office and program administration, and student welfare, including safety and security, at locations throughout Tokyo, in Osaka, Kyoto, and Sendai.

Students are placed at host institutions primarily according to language level and the academic fit between their needs and partner university offerings. Students enroll directly in host university courses, although in some universities those courses have been designed with UC needs in mind. Many universities offer English-language courses so that many students have minimal Japanese language ability before departure. There is a mix of full-year and one-term programs during summer, fall and spring. Undergraduate and graduate students are eligible, but most participation is primarily at undergraduate level. At some partner universities, the number of UC students may be small (5-10), but several institutions accept larger numbers (20-30). Approximately 200 UC students enroll in the Japan programs each year. Tokyo Study Center staff review the placement process of students for the immersion programs and handle administrative communications with staff at partner universities.

UC Ladder-Rank Faculty and Lecturers with SOE are invited to apply. Demonstrated campus service to UCEAP is desirable.

APPOINTMENT TERM: August 1, 2018 through July 31, 2020

PERIOD OF RESIDENCY & LOCATION
Residency in Tokyo, Japan is concurrent with the appointment term, with an option for remote service (return to campus) during the UC winter quarter of one or both years of the appointment. During the periods of in-country residency, the Faculty Director also advises students, oversees student academic issues, consults with partner universities on program improvement and development initiatives, assists UCEAP in marketing the program options, and intervenes in any crisis situation involving UC students. Service as UC instructor of record and consultation on diplomatic and non-routine matters with Tokyo Study Center continues remotely upon return to the home UC campus with the partial-residency option.

DIRECTOR’S HOUSING
The Faculty Director arranges her/his own housing of choice in Tokyo area; housing referral assistance is available. Housing accommodation on the ICU host campus at reduced cost may be available.

OFFICE LOCATION
At International Christian University (ICU), Mitaka (Western Tokyo suburbs).

OFFICE STAFF
A full time Administrative Manager, with two full-time (located in Tokyo) and one part-time (located in Osaka) Administrative Assistants reporting to the Manager.

RECIPROCAL EXCHANGE
Primarily one-to-one student exchange. Faculty Director has general oversight workload related to partnerships questions concerning selection of prospective students coming to UC.

TEACHING
One course at ICU for one quarter each year is required. All fields of study offered at ICU will be considered, see http://www.icu.ac.jp/index_e.html.

SPECIAL CONSIDERATIONS
Given the number of students and number of partner universities, this post is complex; some travel within Japan may be required. The appointed Director must have excellent managerial skills including ability to delegate tasks effectively and to work effectively, efficiently, and collegially with a professional staff while concentrating her or his efforts on the academic programs and UC diplomatic relations and communications with partner universities.

The Faculty Director will also assist UCEAP and the campus EAP offices in recruiting students to the programs administered by the Study Center. This assistance may include developing information about the programs that will attract students, responding to applicants’ and advisors’ inquiries, and corresponding with students selected for the programs.

It is expected that the new Faculty Director will participate in conversations with the outgoing Faculty Director to ensure a smooth transition and obtain orientation by the UCEAP Systemwide Office prior to departure. After the new Appointee is confirmed, the Regional Director will facilitate introductions and suggest an "overlap" consultation by email or Skype at mutually beneficial times.

COMPENSATION

Replacement Funds to Campus Department

•UCEAP will provide the home campus with replacement funds in the total amount of $55,000 per each Academic Year (September through June) of the appointment term, prorated for an appointment fulfilled at less than the full term and/or for non-residency periods ($18,333 for each quarter of residence during the academic year). The home department will provide instructions to UCEAP regarding the appropriate account to credit with the funds.

•Benefits are provided in accordance with applicable University policies and are administered by each UC campus. UCEAP does not reimburse the home campus for any costs related to benefits or sabbatical accrual.

Salary and Administrative Stipend
The UC Faculty Director remains on her or his home campus department payroll with continuation of regular salary for the duration of the appointment. UCEAP will provide an annual administrative stipend (payable in monthly increments) as follows: Associate Professor - $14,000 annually, Full Professor - $20,000 annually. The annual stipend will be prorated according to the actual number of service months as UC Faculty Director each fiscal year.

Allowances

•Housing Allowance is provided, based on a percentage of the Living Quarters Allowance from the US Department of State (DOS) and actual housing costs. The annual housing allowance will determined in the first fiscal year of the appointment according to DOS rates, and will remain the same for the duration of the appointment.

•Post Allowance (cost of goods adjustment), also based on a percentage of DOS rates, is provided to mitigate the costs of living abroad. The annual post allowance will be updated in accordance with published DOS rates each fiscal year of the appointment term.

•Education Allowance is provided at a rate of $3,000 per child per academic year for children under the age of 18, residing abroad for at least one year. The education subsidy will be prorated for residency of a partial academic year.

The housing and post allowances will be prorated according to the actual service months during which the Director is in-residence each fiscal year. All subsidies listed above are subject to US taxation.

Travel
UCEAP provides outbound and return airfare and transportation to and from the appointment letter departure and arrival destinations at lowest economy rate airfare per pre-approved UCEAP Travel quote for the UC Faculty Director and the UC Faculty Director’s spouse and children under 18 years of age who will reside abroad for a minimum of one-quarter, as applicable. These travel benefits for family members will be provided only once during the Director’s two-year appointment term.

The Director is eligible for one additional, individual roundtrip per pre-approved UCEAP Travel quote, for return during each remote service period, as applicable.

Business travel insurance coverage for Directors and traveling companions is provided by UC http://www.ucop.edu/risk-services/loss-prevention-control/travel-assistance/index.html.

Visa/Residency Permit(s)
Costs to obtain or renew a visa/residency permit will be reimbursed by UCEAP (receipts are required). UCEAP does not process Visa applications.

Relocation and Removal Expenses
A removal subsidy (for actual shipping expenses, which include excess baggage fees) will be provided as follows:

For removal to host country: UCEAP will provide a maximum of up to $1,500 for the Director, up to $2,000 for a couple, or up to $2,500 for families with children under 18 years of age.

For return removal to California: UCEAP will provide a maximum of up to $2,000 for the Director, up to $2,500 for a couple, or up to $3,000 for families with children under 18 years of age.

Other Considerations
UC faculty and employees working abroad are advised that they may be required to file returns and pay taxes in the foreign country in which they are working. In accordance with Internal Revenue Service (IRS) regulations Directors may, in some cases, be eligible to exclude some earned income (earned while abroad) in calculating their US federal taxes each year. It is important for Directors and employees to fulfill their obligation to file and pay taxes according to the rules and regulations of both countries. To ensure tax compliance, UCEAP highly recommends seeking expert tax advice for an assignment abroad.

UCEAP does not reimburse the home campus for any costs related to health and welfare benefits or sabbatical accrual; please note that vacation time is not accrued during UCEAP service. Due to coverage limitations of some UC health insurance plans, Directors may choose to change health insurance plans for the period they reside abroad, affecting monthly premiums, deductibles and plan coverage. UCEAP does not offer supplemental insurance coverage.
